E’ notizia di poche ore l’avvenuta bocciatura da parte della Commissione Affari Costituzionali del Piano Casa e degli emendamenti Sarro – Nespoli sul Condono ter in merito alla possibile inclusione di tali misure nel Decreto “Milleproproghe” definendole inammissibili.
Misure che, senza che ancora sia ben chiaro come giungere alla possibile elusione del vincolo paesistico, sono state invocate da molti degli Amministratori Isolani, che nell’appellarsi a misure tombali e generalizzate, cercano tardivamente ed incautamente di porre rimedio ad una situazione arrivata all’esasperazione per l’assenza totale di politiche che volgessero da un lato a controllare e salvaguardare il territorio e dall’altro a garantire alla cittadinanza il legittimo diritto alla Casa d’abitazione.
Alla luce dei noti fatti di Procida, il MoVimento 5 Stelle Campania, in data 26 gennaio 2010, prima ancora dell’infelice vicenda che ha riguardato la demolizione della casa del sig. Rispoli, che in una nota pubblicata in data 1 febbraio 2010, ha invitato le Amministrazioni a concordare con la Procura un’Intesa che consenta un immediato intervento sugli immobili siti in zone ad inedificabilità assoluta, e che rivestono il carattere indiscutibile di speculazione edilizia.
Come ben capirete, le Amministrazioni si mostreranno restie e contrarie ad un accordo di tal fatta, farcite come sono di albergatori e speculatori che non hanno altro fine che quello di difendere i propri interessi economici, in pieno Conflitto d’Interessi tra il Pubblico ed il Privato.
Ed è per tale motivo che io con tutto il MoVimento 5 Stelle faccio appello a tutta la Comunità civile e a tutte le Associazioni, affinché vi sia la giusta pressione verso il raggiungimento di un Protocollo d’Intesa che garantisca la giusta graduazione di responsabilità e che impieghi il tempo necessario a trovare le soluzioni adeguate e praticabili affinché le reali situazioni di necessità abitativa trovino la giusta tutela nello Stato e nelle Istituzioni. Fermo restante la lotta a testa bassa contro la speculazione affaristica.
La Legalità resta una Nostra Priorità. Continuare ad invocare Condoni, Piani Casa contraddittori e politiche fatte solo di sanatorie e misure generalizzate sta ulteriormente proiettando verso l’esterno l’immagine di Isole volte alla complice difesa dell’illecito. Atteggiamento che sta stizzendo ulteriormente chi è chiamato ad applicare la Legge.
Siamo anche ben consapevoli che solo Piani Regolatori chiari e corredati da un’aggiornata ed efficiente zonizzazione del Territorio Isolano, tenendo in considerazione l’incremento demografico, porterà ad avere i giusti criteri per Legalizzare tutti quegli interventi edilizi che l’attuale complicatezza normativa e l’eccessiva rigidità della Soprintendenza sta costringendo all’illegalità. E’ arrivato il momento della svolta, e solo chiare politiche positive di Gestione e Governo del Territorio possono salvare il Futuro di Isole che stanno subendo pericolosi dissesti sociali.
